Power Company Dropped the Ball

I've been trying to get the power company to limb a problem tree on my property for 3 years now and they keep saying it's not a problem. After a recent wind storm, a huge branch broke off, crushing a chain link fence. Now I have to pay 2K out of pocket to have the tree removed.
