a "cat", in brazilian vernacular, is what someone creates when they steal someone's electricity. and it can happen to you! it can happen to everyone. *dramatic kubrick stare* it happened to me after all anyway we don't know if faulty equipment or an actual theft, but our bill came doubled AGAIN after we cut all costs, so if anyone can help with mitigating this absolute clusterfuck, much obliged
